There are too many things going on with that shirt; the designer needed a better editing eye. A giant mass of fungus-like ruffles, pleats to make the bottom half voluminous, buttons down the center and mid-waist cinching don’t work well together. If you took away everything but the ruffles, it would be a perfectly nice blouse. At least it’s all one color; that’s a minor redeeming quality.
I looked at the up-close picture on the website, and it appears as though many of the ruffles are fraying because of the unfinished edges. That ruins it even more for me.

i actually really like that, with a pair of dark skinny jeans and gladiator sandals it could look really nice.
i love new york and company, i haven’t really seen anything i don’t like there yet.

I wouldn’t wear that but if someone did, I’d try to pluck one of the ruffles out when she is not looking because the ruffles are just too distracting and annoying
