Help! High Boots Don't Fit Around My Calves

I have inherited many things from my mother, all of them good, except for one small detail: huge calves. I'm an average height and build ( 5'4" and about 135 pounds), but my legs are big.

Working out doesn't help or hurt, no matter what I've done (dancing, running, biking, pilates, yoga, swimming). They're big enough that I can't wear boots because I can't pull them up all the way. Even Uggs!

I have to roll them down to let the fur show because it cuts off my circulation otherwise. 

Obviously, I love wearing dark boots because they give the appearance of my calves being smaller, but so far I've only been able to find one pair of suede heeled knee-high boots that I've been able to pull all the way up/over skinny jeans.

Does anyone else have this problem? If you do, what have you done to work around it? And also, does anyone know of some good designers or brands that have slightly bigger widths around the calf?
